Children from birth to age five in families with low income — according to the federal Poverty Guidelines — are eligible for Head Start and Early Head Start services. Children in foster care, children who are homeless, and children from families receiving TANF, SSI, or SNAP qualify regardless of income. Pregnant women may also qualify for Early Head Start services.

Yes. Children in foster care are eligible for Head Start regardless of family income.
A limited number of children from families above the guidelines can still be enrolled. Programs may accept up to 10% of children above the guidelines, or up to 35% of children from families with incomes between the poverty line and 130% of it, when the conditions in the Head Start Act are met.
